This post has worked out with Mam Madel, an improved salary scale  It is competitive and higher than the regions.   
1.  It will be uniform countrywide:   not based on region but PHL wide; for simpler administration
2.   She has all ready sorted out how to handle the salary distortion
3.   This calls for greater outputs, better planning, strict WS and checking/implementation
4     She planned on its effectivity:   

      1.  Soon without conditions;
      2.   By July to encourage motivate removal of backlogs
      3     By Jan 1, 2025:    if 2 is complied with,  complete hiring and reaching 2025 sales target

5.  We can attract more applicants and that means to say the complacent unproductive ones the wishy ones have to watch out
