SUBJECT;  INCLUSION OF HIRING TASKS IN WORK ORDERS

  Objectives:    To complete staff for greater force and energy
                        To observe internal control
                        To complete plantilla of organization

 Background:

                      1.   Calapan Oton  HGGMP, do not have complete staff
                      2.  The same sbus suffer from difficulties of incomplete tasks reports
                      3.    The following are the deficiencies in organization:

                           La Union  -    GT, TS, SFC

                          Panga  -     GT, TS, SFC

                          Hamp   -     Cash Asst, TS, CSS for Cardona, GT for HMMG

                          HGCMP _   SFC, CSS, Cash Asst 

                         HG Oton  -   CSS, Cash Asst, SFC



                     4.  The complete staffing is in the organizational chart at handbook and administrative plan

                    5.  The lack of personnel has often been used as convenient alibi for not doing required task or submitting reports as per deadline, or other challenges

                    6.   Hiring is not in the WORK ORDERS

                    7.  The head of an sbu who left suddenly alleges that its ok and better to be alone (which is against established management principles

                    8.  Previously under Unisun, we got high hiring rate
